Oklahoma and Rivier's online NP tracks
Every graduate program on Rivier University's State Guide is green for Oklahoma, the FNP and PMHNP among them. Oklahoma's Board of Nursing adds a short list of its own: an RN in an APRN program based elsewhere can train in Oklahoma without asking permission, but only if three things are true, and one of those three is about Rivier's faculty, not about you.

Green here covers the MSN and the post-master's certificate together for the FNP, PMHNP and Nursing Education. Pre-licensure shows yellow. The AG-ACNP is missing from the chart, so acute care applicants should put Oklahoma to the Program Director.
Three conditions for APRN clinicals in Oklahoma
The rule is OAC 485:10-5-12(c), and it reads as if written with a Rivier NP student in mind: a nurse already licensed as an RN, working toward APRN licensure through a school elsewhere, who wants clinical time or a preceptorship in Oklahoma. No permission letter is needed when every item below holds.
- Your own Oklahoma-valid RN license is unencumbered.
- Rivier's faculty member overseeing the clinical holds an unencumbered license from Oklahoma, at the level being taught or a higher one.
- Rivier's program satisfies the Board's APRN education standards.
Pre-licensure programs from elsewhere face a stricter path under the same rule, starting with prior Board permission.
The faculty-license item is Rivier's to solve. Ask the Clinical Practicum Coordinator how your course meets it before you commit to an Oklahoma preceptor.
Restricted practice and the preceptor tax credit
Oklahoma lands in AANP's restricted tier. A new NP there documents 6,240 hours of physician supervision tied to prescribing, and prescribing Schedule II drugs is not allowed. Rivier allows MDs and DOs in outpatient family practice to precept the FNP, so a physician-led office deserves a place on your list beside NP clinics.
The state also pays back those who teach, through the tax code. Since HB 3351 (2024), a physician, PA or APRN with an Oklahoma license who provides primary care in the state can earn a credit against state income tax for precepting APRN students. Credits are figured per 160-hour rotation, top out at ten rotations a year, depend on available funds, and apply to tax years 2026 through 2035; eligibility questions go to the state's Health Care Workforce Training Commission.
Where to search
Two metros, Oklahoma City and Tulsa, dwarf Lawton and Enid. Start with OU Health, which is the University of Oklahoma's academic health system, then look at INTEGRIS Health, SSM Health St. Anthony, Hillcrest HealthCare System and Saint Francis Health System. Each has its own stance on students from other schools.
Licenses and campus travel

Questions Rivier students ask
Can I study Rivier's FNP online while living in Oklahoma?
You can. The FNP, MSN and post-master's certificate alike, is green for Oklahoma. A practicum near home works once you hold a clean RN license that Oklahoma recognizes and Rivier has the faculty-license item covered for your course. The Clinical Practicum Coordinator signs off on documents and the contract before your first hour counts.
Is there an Oklahoma tax break for the clinician who precepts me?
Possibly. Under HB 3351, Oklahoma-licensed primary care clinicians (APRNs, PAs and physicians alike) who take APRN students can earn it, counted by the 160-hour rotation and granted in order of application. It cannot be refunded but can carry forward five years. Your preceptor should put the question to the commission that administers it.
How early should an Oklahoma student start looking?
Earlier than the calendar suggests. Rivier wants the placement secured four months ahead, treats August 1 (fall) and December 1 (spring) as hard stops, and allows 30 days for the contract. Oklahoma's faculty-license item can add time on top, so the Handbook's advice to begin a year out is sensible here; the deadlines page has specifics.
What will Oklahoma's practice rules mean after I graduate?
Expect supervision at the start. AANP classes Oklahoma as restricted: a newly licensed NP documents physician oversight of prescribing across 6,240 hours and cannot prescribe Schedule II medications. Precepting with an NP who has already finished that stretch lets you see where it leads.
